Government eMarketplace – GeM

As per the vision of the Honorable Prime Minister of India to bring efficiency, transparency, inclusiveness and ease of doing business, Government e Marketplace – (GeM), the National Public Procurement Portal, was launched on 9th August, 2016 to provide end to end solution for all procurement needs of Government Departments, Autonomous Bodies and Public Sector Enterprises for products and services.

  1. A one-stop online procurement portal all the Government Buyers including Central / State Ministries, Departments, Bodies and PSUs.
  2. Rule 149 of GFR 2017 amended to Procurement of Goods and Services by Ministries or Department will be mandatory for Goods or Services available on GeM.
  3. GeM aims to enhance efficiency, transparency, inclusiveness in public procurement.
  4. It provides the tools of e-Bidding, Reverse Auction and Direct Procurement to facilitate Government Buyers achieve the best value for their money.

Initial Checklist

  1. Have you ever tried creating your GeM account on your own, if “yes”, status update please, if “no”, please ignore.
  2. Company name, registered office address with PIN.
  3. Email ID (To get OTPs). 
  4. Mobile number (To get OTPs).
  5. Authorised signatory’s Aadhaar linked mobile number (To get Aadhaar OTP).
  6. Authorised signatory’s PAN and Aadhaar copy.
  7. Company’s PAN.
  8. Company’s GST registration certificate.
  9. Company’s cancelled cheque copy.
  10. Company’s Latest 3 ITR forms.
  11. Company’s Udyam Registration Certificate.
  12. Company’s incorporation certificate.
  13. Company’s Startup India Registration certificate.

Checklist to upload product Catalog

  1. Product catalog, details with detailed specification.
  2. Product category as per GeM.
  3. Fulfilled purchase order/s from public sector enterprises (Not more than 3 years old).
  4. Product photos (Front, back and close up, 3 unique photos as per GeM photo guideline).
  5. OEM Authorisation Key / code.
  6. MRP and offered price (All inclusive).
  7. Navigation – Login to your GeM account > Catalogue > Products > Add New offering.

Checklist to upload service Catalog

  1. Service list / details with commercials.
  2. Fulfilled purchase order/s from public sector enterprises (Not more than 3 years old).
  3. PF registration certificate.
  4. ESI registration certificate.
  5. PT registration certificate.
  6. FSSAI registration certificate.
  7. Shop and Establishment registration certificate.
  8. Incorporation certificate.
  9. PAN copy.
  10. GST registration certificate.
  11. Udyam Registration certificate.
  12. LIN declaration.
  13. Navigation – Login to your GeM account > Catalogue > Services > Add New offering.

Bid Checklist

  1. Self-attested PAN copy.
  2. Self-attested GST Registration Certificate copy.
  3. Self-attested Udyam Registration Certificate copy.
  4. Self-attested latest 3 years ITR acknowledgement copies.
  5. Self-attested FSSAI registration certificate.
  6. Latest 3 years turnover certificate duly signed by Chartered Accountant with UDIN.
  7. Self-attested quality certificate copies like, ISO, CMMI, etc.
  8. Self-attested start up India Registration Certificate copy.
  9. OEM Authorisation letter.
  10. OEM turnover certificate.
  11. All and any other documents as per the bid and as per the ministry as the case may be.
  12. Navigation – Login to your GeM account > Bids > List of bids > Search bid > Participate in bid.

Vendor Assessment

Vendor assessment is a process where sellers are evaluated based on their credentials, manufacturing capacity, financial capacity, technical capabilities, etc. It is a mechanism to ensure that only reliable and competent vendors participate in government procurement process. 

GeM mandates the OEMs / sellers (except those who are exempted) to establish their credentials and fast track their sales by getting pre assessed by RITES.

Advantages of Vendor Assessment

  1. Pre assessed vendors are tagged as “Vendor Assessed” in front of their names at GeM.
  2. Vendor assessment is contributing parameter to arrive at the “seller rating” displayed on the GeM.
  3. Vendor assessment of the applicant will be based on authentication of vendor profile, financial capacity and technical details of the items to be offered on GeM as per the prescribed format.
  4. Vendor Assessment is must to get OEM panel in GEM.

The extract of GFR Rule – 149

The GeM portal shall be utilized by the Government buyers for direct on-line purchases as under:

  1. Up to INR.50,000.00 through any of the available suppliers on the GeM, meeting the requisite quality, specification and delivery period.

Note: In case of automobiles, procurement under this sub-rule is permitted without any ceiling limit.

  1. Above INR.50,000.00 and up to INR.10,00,000.00 through the GeM Seller having lowest price (L1) amongst the available sellers of at least three different manufacturers, on GeM, meeting the requisite quality, specification and delivery period. The tools for online bidding and online reverse auction available on GeM can be used by the Buyer even for procurements less than INR.10,00,000.00
  2. Above INR. 10,00,000.00 through the supplier having lowest price meeting the requisite quality, specification and delivery period after mandatorily obtaining bids, using online bidding or reverse auction tool provided on GeM.

Custom / BOQ Bid

A Custom Bid is a special type of bid created by the GeM buyer, when a required product or service is not available in GeM’s existing catalogue / categories. Buyer must have the non-availability report in hand. It allows a GeM buyer to define exactly what they need — in terms of specifications, custom requirements, or niche items — and invite sellers to participate even if those items aren’t listed in standard GeM categories (Universal category).

  9. Vendor Assessment is inevitable (Except as exempted by GeM policy) for all the OEMs to get OEM panel.
  10. Upon successful completion of Vendor Assessment, please do apply for OEM panel.
  11. As per your own requirement, please try and do participate in bids which are not asking for EMDs, so that you can save the EMD cash outflows.
  12. If you are an OEM / service provider, please do get NSIC registration done to exempt from EMDs and become privileged seller.
  13. Please be informed that, there will be GeM flatform fees as soon you cross the basic exemption limit, i.e., Annual Milestone Charges, service charges, etc. as applicable from time to time.
  14. Please do keep in touch with GeM support team for any technical support.
  15. Please do have a lot of endurance, as things may take reasonable time.
