National Small Scale Industries Corporation – NSIC – Registration

Benefits of NSIC Registration:

The units registered under Single Point Registration Scheme of NSIC are eligible to get the benefits under Public Procurement Policy for Micro & Small Enterprises (MSEs) Order 2012 as notified by the Government of India, Ministry of Micro Small & Medium Enterprises, New Delhi vide Gazette Notification dated 23.03.2012 and amendment vide order no. S.O. 5670(E) dated 9th November 2018.

  1. Tender information at free of cost.
  2. Exemption from payment of Earnest Money Deposit (EMD).
  3. Tender advantage – In tender participating MSEs quoting price within price band of L1+15 per cent shall also be allowed to supply a portion up to 25% of requirement by bringing down their price to L1 Price, where L1 is non MSEs.
  4. Consortia facility for Tender Marketing.

Every Central Ministries/Departments/PSUs shall set an annual goal of minimum 25 per cent of the total annual purchases of the products or services produced or rendered by MSEs. Out of annual requirement of 25% procurement from MSEs, 4% is earmarked for units owned by Schedule Caste /Schedule Tribes and 3% is earmarked for the units owned by Women entrepreneurs. SPRS registered units are integral part of the supply chain to Government.

In addition to the above, 358 items are also reserved for exclusive purchase from MSE Sector.

Eligibility:

  1. All Micro & Small Enterprises having Udyam Registration are eligible for registration with NSIC under its Single Point Registration Scheme (SPRS).
  2. Micro & Small Enterprises who have already commenced their commercial production but not completed one year of existence.

Fresh Registration criteria:

  1. Micro and Small Enterprises (MSEs) involved in manufacturing & Services are eligible for registration.
  2. Traders are not eligible for registration under this Scheme.
  3. The validity of SPRS Certificate is of 2 years from the date of registration and there after renewed after every two years.
  4. MSEs already commenced their commercial production (Start Ups) but not completed one year of existence are eligible for Provisional Registration for one year. MSEs can apply for full registration after completion of one year.

Registration process:

  1. Please visit Udyam Registration website: https://udyamregistration.gov.in for obtaining Udyam Registration Number.
  2. MSEs have to register themselves in MSME Data Bank using UAM Number and PAN, to get themselves registered for Single Point Registration.
  3. Third party inspection is also involved for store item inspection. Units are requested to kindly choose inspection agency according to their domain expertise and jurisdiction.
  4. Final Certificate will be available online and respective NSIC office will send physical certificate copy by post.

Renewal of registration:

  1. The validity of SPRS Certificate is of 2 years from the date of registration and MSE unit can apply for renewal 6 months before expiry of certificate.
  2. MSEs Coming for renewal before expiry of SPRS certificate gets discount of 50% on renewal fee.
  3. MSEs Units having no change from previous issued Certificate can apply renewal online.

Renewal process:

  1. It is requested to go through Check-list to get to know about required forms, annexure and documents.
  2. Fees will be charged on the basis of Unit Enterprise category (Micro or Small) and MSEs coming for renewal before expiry of SPRS certificate gets discount of 50% on renewal fee.
  3. Final Certificate will be available online and respective NSIC office will send physical certificate copy by post.

Amendment:

One can apply for the amendments for the following:

  1. Change in name of the company or change in office address.
  2. Change in factory address of the company.
  3. Change in partners.
  4. Change in directors.
  5. Amendment in monetary limit.
  6. Inclusion of additional Items (Stores).
  7. Change in Category (SC/ST and General).

Checklist of documents for registration:

  1. Covering letter.
  2. Duly filled application form.
  3. NSIC fees – Payment details along with payment advise / bank statement copy.
  4. Inspection fees – Payment details along with payment advise / bank statement copy.
  5. Self-attested copies of PAN, GST Registration Certificate, Udyam registration Certificate and Certificate of Incorporation.
  6. Details of Plant & Machinery in Annexure – B.
  7. Copy of ownership document of the premises.
  8. Write up on Quality Control Management / List of Quality Control Equipment available in the Unit.
  9. Latest Electricity Bill Copy.
  10. Balance sheet, profit and loss account, schedule of fixed assets and schedule of revenue from operations for previous 3 years duly signed by authorised signatory.
  11. Statement showing the Results of Operation for the last 3 years duly signed by Chartered Accountant by indicating UDIN in Annexure – C.
  12. Declaration signed by the applicant MSE Unit accepting conditions of registration in Annexure – D.
  13. Bankers report giving details of financial status of the applicant firm in Annexure – E.
  14. Details of the products / services for which registration is required.
  15. List of Directors & their Share Holding Pattern.
  16. Memorandum and Articles of Association.
  17. Board Resolution in Annexure – A2.

*Indicative checklist, it depends upon the industry, product / service and the business constitution as the case may be from time to me.

In terms of Government of India Gazette Notification S.O. 2119 (E) dated June 26, 2020 the definition of Micro, Small and Medium enterprises is as under:

1.       A micro enterprise is an enterprise where the investment in plant and machinery or equipment does not exceed INR.1.00 crore and turnover does not exceed INR.5.00 crore;

2.       A small enterprise is an enterprise where the investment in plant and machinery or equipment does not exceed INR.10.00 crore and turnover does not exceed INR.50.00 crore; and

3.       A medium enterprise is an enterprise where the investment in plant and machinery or equipment does not exceed INR.50.00 crore and turnover does not exceed INR.250.00 crore.

Registration Fees:

  1. NSIC Fees – The registration Fee is based on the turnover as per latest audited Balance Sheet and MSE status as per Udyam Registration.
  2. Inspection Fees – The inspection fees will depend upon inspection agencies and MSE status as per Udyam.

TAT: Minimum 40 to 45 days from the date of application and personal representation.
